Jamaica Launches Premium Incentive Program for Travel Agents

Edmund Bartlett, has officially unveiled a highly ambitious strategic blueprint for the nation’s visitor economy: the ’10x10x10′ Vision. This groundbreaking initiative targets 10 million annual visitors and US$10 billion in total tourism earnings over the next decade.

The announcement follows an extraordinary Q1 2026 performance, where Jamaica welcomed over one million visitors and generated US$956 million in earnings in just three months. This robust growth highlights the island’s remarkable structural resilience, bouncing back significantly just six months after the passage of Hurricane Melissa.

Currently, approximately 80 percent of Jamaica’s hotel room inventory is fully operational. The trajectory points toward 100 percent capacity by early 2027, as major luxury resort properties—including Bahia Principe Escape Runaway Bay, Princess Senses The Mangrove, and Princess Grand Jamaica—resume full operations.

Tourism 3.0: Putting Workers and Communities First

Alongside the 10x10x10 Vision, Jamaica is rolling out Tourism 3.0, a transformative framework designed to reshape the island’s tourism landscape. Having successfully achieved its previous “5x5x5” plan—reaching 4.5 million visitors and US$4.3 billion in earnings in just four years—the Ministry is now turning its momentum inward.

This pivotal shift moves the industry’s focus from merely tracking visitor arrivals to prioritizing workforce empowerment, local community enrichment, and long-term economic sustainability.

“Now it is time for reimagining,” stated Minister of Tourism Edmund Bartlett. “This new direction for Jamaica places as much attention on the people behind the tourism experience as the visitors who come to enjoy it.”

For global travelers, this evolution translates to:

  • Elevated service standards across the hospitality sector

  • Vastly expanded and authentic culinary offerings

  • Deeper, community-driven cultural experiences

A US$5 Billion Accommodation Pipeline and Airlift Surge

To support this massive influx of anticipated visitors, Jamaica has outlined a robust US$5 billion development pipeline, slated to deliver between 15,000 to 20,000 new hotel rooms over the next five to ten years.

To meet sustained global demand, major airline partners are significantly scaling up service from key international transit hubs:

  • Porter Airlines: Debuting new nonstop routes to Montego Bay from Toronto Pearson, Ottawa, and Hamilton airports, adding nearly 5,000 seats for the upcoming winter season.

  • Wingo: Implementing strategic frequency increases from Latin America.

  • Virgin Atlantic: Expanding flight schedules from the United Kingdom to boost European visitor arrivals.

Furthermore, Jamaica will officially host the Caribbean Tourism Organization’s (CTO) Air Connectivity Summit in Kingston in February 2027, aiming to create seamless aviation pathways throughout the entire Caribbean region.

Empowering Travel Specialists for Future Resilience

A primary driver of this new growth framework is Jamaica’s dedicated network of travel trade partners. Recognizing travel advisors as indispensable growth engines, the Jamaica Tourist Board (JTB) announced that it is finalizing a brand-new, premium incentive programme dedicated exclusively to travel agents.

“We can never underestimate the power of our travel specialists who champion Jamaica every day to global consumers,” added Director of Tourism Donovan White. “To achieve this new target, we will be leaning on them even more to attract these numbers to the destination.”

Looking ahead, the Ministry of Tourism has reaffirmed its holistic commitment to building a highly adaptable sector. Strategic resources are being heavily directed toward upgrading regional digital infrastructure, accelerating workforce development, and entrenching environmental sustainability frameworks. These initiatives ensure that Destination Jamaica remains agile, relevant, resilient, and a top-tier destination in the Caribbean for decades to come.
