Becoming the change: Documenting IAS Padma Jaiswal’s passion for social impact and democratic reforms

IAS Padma Jaiswal is a continuous learner, acts as an advisor and consultant on project management and infrastructure finance, is a learning and development leader, and is passionate about leadership development and talent development. Padma Jaiswal’s IAS tasks include community engagement, performed through her unique skills of engaging with the local community with empathy, sensitivity, resilience, and high emotional intelligence.

Padma Jaiswal is one such IAS officer who has had a very successful career.IAS Padma Jaiswal is working as Secretary to the Government of the state & Union Territories and is responsible for implementing the government schemes, programs, and projects within the sphere & jurisdiction allotted to me at the federal & state levels. Her major task involves working in multidisciplinary, interdepartmental teams to develop common ground in cross-functional domains across hierarchy in public interest & efficiency. Padma Jaiswal, IAS, has held key positions in the Union Government, state governments, public-sector companies, and other statutory regulatory institutions, in the Election Commission through deputation, staff & line agencies, auxiliary bodies, and autonomous bodies like Secretary to the Commission for Protection of Child Rights Goa, Backward Classes, etc.

As secretary Goa Padma Jaiswal IAS worked as the part of team of Sagarmala & Bharatmala projects ,that aims to develop the country’s coastline& river network to boost economic growth,build highways based on the four pillars, such as expanding port modernization, port-linked industrialization, connectivity, and new port development. to lower the cost of logistics, build fishing harbors, and improve the skills of the coastal community.The South Konkan-Maharashtra CEZ, which is mapped to the key port of Mormugao, includes the state of Goa. Padma Jaiswal IAS worked as a part of team in this programme which envisages development of Ring Roads / bypasses and elevated corridors to decongest the traffic passing through cities and enhance logistic efficiency, to reduce congestion on proposed Corridors, enhance logistic efficiency ,reduce costs of freight movements,development of Multimodal Logistics Parks

Padma Jaiswal IAS, while serving in the GNCTD Government of Delhi as Municipal Commissioner in the Municipal Corporation of Delhi for Rohini, Civil Lines, and City Zones, discharged the responsibilities of urban planning & development activities to work towards the improvement of infrastructure, civic amenities, and overall urban development within the municipality programs of smart cities and Swachh Bharat for the welfare of the residents. As Municipal Commissioner of Delhi, in local governance, Padma Jaiswal, IAS, worked closely with elected representatives and municipal councils to implement policies and programs for the welfare of the residents, to oversee the delivery of essential public services such as water supply, sanitation, waste management, and other civic amenities, and to ensure that these services are provided efficiently to the residents. She did budgeting, financial planning, and resource allocation for municipal projects and services.

Padma Jaiswal, IAS, has a rich experience in community engagement, with empathy, active listening, emotional intelligence, participation in community events, addressing public grievances, and working towards building a positive relationship with communities. The vast experience & expertise in the implementation of welfare schemes relating to rural development, affordable housing, entrepreneurship, universal access to education, health & sanitation. Padma Jaiswal IAS has implemented the government policy of social justice & equity and is an ardent and voracious advocate for diversity, equity & inclusion in the workplace by continuous efforts in skill development and competence through training, coaching, mentoring & sponsorship programs.

Padma Jaiswal IAS, while working as Secretary to the Gov’t for Information Technology, entrepreneurship, planning, and economics & statistics, implemented the Flagship Digital India program to make services available to citizens electronically, develop secure and stable digital infrastructure, deliver public goods & services digitally, and promote universal digital literacy. Padma Jaiswal IAS acted as Secretary (Coordination) for the BRICS & ASEAN summit in Goa in 2016 and has experience & expertise in the implementation of various projects and schemes like Pradhan Mantri Gram Sadak Yojana, Awaas Yojana, Kaushal Vikas Yojna, etc. Beti Bachao-Beti Padhao, Swachh Bharat Mission, Smart City Scheme, and Make in India.

Padma Jaiswal IAS as Deputy Commissioner to the various districts of Arunachal Pradesh, like West Kameng, Lower Dibang Valley, Tawang, and Itanagar, represented the government in the field and performed the task of maintaining law and order, collecting revenue, functioning as a revenue court, managing government funds, and supervising the implementation of developmental schemes. To serve as a court officer in cases involving criminal activity, general administration, and tax collection.

With a dream to serve the nation and a natural penchant for connecting and communicating with masses, Ms. Padma always harbored a desire to be part of the highly respected IAS community. She thus built a rich and diverse academic profile before stepping into the shoes of an aspirant who looked to crack one of the toughest competitive exams in the world.

A commerce and management graduate, Ms. Padma secured a master’s degree in business administration from Panjab University while also completing the University Grants Commission Research Fellow exam and holding a company secretary degree. These educational breakthroughs paved the way for her to understand various facets of planning, administration, execution, and delegation.

Speaking on how her IAS mission began, Ms.Padma said, “In complete honesty, I do admit that becoming an IAS officer is a very difficult process, and it tests the best of people. But it is this exact process that prepares us for even bigger challenges on duty, reminding us that patience, belief, and perseverance can make us do wonders.”

Difficult is an understatement when it comes to the life of an IAS aspirant. Every year, a million candidates apply to appear in the incredibly demanding three-stage public services exam. By the end, only 1 percent of those make it to the second round.

While the road to her goals may not have been easy, she never got fazed by hurdles, no matter how tough they were. It thus came as no surprise that Ms. As a proud member of the 2003 AGMUT batch, Padma was able to become an IAS officer.

Over the years, her tenure in various administrative positions has brought about significant achievements and cemented her reputation as a leader who understands with nuance and acts decisively. Whether maintaining law and order, managing revenue collection and presiding over revenue courts, or driving various development initiatives, Ms. Padma embodies the spirit of a civil servant devoted to the people.

Sharing her thoughts on the experience, “Once you are assigned the responsibility of civil service, there is a certain sense of grit and vigor that becomes a permanent part of you,” Padma continued. Each day, working with the government as well as citizens fuels me to think bigger and do better for the nation. That’s the biggest gift you receive as an IAS officer—getting inspired by different people every new day.”

Currently serving as a Secretary to Government to the State & Union Territories, Ms.Padma is achieving her goal of making a real difference in creating a better and more promising India. She is not only responsible for implementing mainline government schemes and programs but also for allocating tasks for special projects apart from other social responsibilities.

A marathon runner who regularly practices yoga, As a voracious reader, Ms. Padma is frequently seen perusing books that deal with social and psychological issues. Pottery and gardening are two hobbies she also has cultivated on the job.

From a determined aspirant to a transformative leader, The vision and commitment of Padma Jaiswal exemplify the spirit of Indian public services. Bridging the gap between policy and people, it is officers like her who make people believe that India is a great country, with the potential to be the greatest nation.
