One-Day Workshop on “IRS” (Incident Response System)

Instructions were issued to conduct a one-day workshop on the topic of the Incident Response System (IRS) under the Training and Capacity Building of Disaster Response of Madhya Pradesh, involving officers/employees of the Incident Response System. In compliance with these instructions, on 15.12.2025, a training programme for 80 district- and tehsil-level officers/employees of the Incident Response System (IRS) was conducted in the auditorium of the Collectorate Office, Shajapur, as per the directions of Ms. Riju Bafna, Collector and Chairperson, DDMA, and under the chief guidance of Mr. Vikram Singh, District Commandant and Nodal Officer, Disaster Management.

The programme was inaugurated by Mr. Vikram Singh, District Commandant (Home Guards). In his address, he briefly explained the objective of the one-day workshop, the accountability of IRS team members, and their roles and responsibilities during disasters.

In her address, Ms. Riju Bafna, Collector and Chairperson, DDMA, emphasized that during disasters all departments must work in coordination, and for this purpose such trainings are essential. She instructed all departments to ensure CPR and First Aid training for their subordinate officers/employees so that lives can be saved during emergencies. She also stressed that all departments should give special attention to safety in their respective works to prevent loss of life and property. Further, she directed that under the IRS framework, all departments must perform their duties and responsibilities as assigned during any untoward incident. She also instructed the District Commandant to ensure First Aid training for all Panchayat Secretaries in the district.

In the said one-day workshop, expert trainers Mr. Manish (Instructor) and Mr. S. D. Phansalkar (Ex-Navy) from Sankat Mochan Bal Safety Training Institute, Mumbai, delivered detailed sessions through PowerPoint presentations on the Incident Response System (IRS). They explained in detail the roles and responsibilities of the IRS and its teams, the state disaster management framework, and the functioning and objectives of the Incident Response Teams (IRT) constituted in the district by the State Disaster Management Authority. They also elaborated on the roles, responsibilities, and inter-departmental coordination of all departments involved during disasters, along with discussions on command, control, rescue operations, and relief work during emergency situations.

The District Disaster Management Authority registered all participants of the workshop and provided training kits. Lunch was also arranged for the participants. The role of Mr. Kamlesh Singh Hada, Platoon Commander, in the smooth conduct of the training was commendable.

The workshop concluded with a vote of thanks delivered by Mr. Vikram Singh, District Commandant and Nodal Officer, Disaster Management, Shajapur.
